Summary

Allows the council of governments to distribute draft allocation plans upon adoption of the final methodology reviewed and accepted by the Department of Housing and Community Development after a required revision;

Reduces the number of days from 45 to 30, within which a local government or the Department of Housing and Community Development may appeal to the council of governments for a revision of the share of the regional housing need proposed to be allocated to one or more local governments;
Reduces the number of days of notice required before the council of governments conducts a public hearing to hear appeals on the regional housing need allocation from 21 to 10;
Requires that the council of governments submit a proposed final allocation plan to the Department of Housing and Community Development and set a date for a public hearing to adopt a final allocation plan within 45 days after the public hearing for appeals;
Reduces the number of days from 30 to 15 days within which the Department of Housing and Community Development must determine if the final allocation plan is consistent with the existing and projected housing need for the region; and
Allows the council of governments to reduce the time frame for adopting the final allocation plan, as long as no time period is reduced to fewer than 10 days.

Extending by six months the time in which certain local governments must complete revisions of the housing element, allowing such governments 24 months to complete the seventh revision and subsequent revisions after adoption of every second regional transportation plan update; and

Requiring local governments to inventory sites to accommodate the housing need for all household income levels and to identify a rezoning program if such an inventory fails to accommodate the housing need for all household income levels within one year of its statutory deadline unless the local government meets an alternative deadline for adoption of the housing element.
