Summary
- Section 2 allows affordable housing and mixed use structures on lands zoned for commercial uses within urban growth boundaries.
- Section 3 and 4 allows local governments to extend decision-making period for applications to develop residential structures within the urban growth boundary or to reconsider land use decisions for development of residential structures.
- Section 6 makes permanent requirements that local governments allow siting of certain emergency shelters, conditioned upon latest estimates of percentage of individuals experiencing homelessness. Section 7 awards attorney fees for certain appeals of emergency shelter applications.
- Section 8 requires the Department of Consumer and Business Services to update Oregon Structural Specialty Code to allow additional single-exit residential occupancies.
- Section 9 exempts certain affordable housing from the Oregon Planned Community Act.
- Section 15 requires cities or counties to accept funding letters to affordable housing developers as sufficient assurances needed to approve subdivision plat.
