Summary
- Removes the Residential Code Committee from within the Building Code Council and creates a separate Residential Code Council housed within the Department of Insurance, responsible for only the North Carolina Residential Code.
- Increases project cost threshold for permitting and general contractor licensing requirements to $40,000, prohibits local government from requiring more than one residential building permit for simultaneous projects located at the same address, and makes other changes related to the $40,000 project cost threshold.
- Streamlines permit application requirements by prohibiting local governments from requiring applicants to complete a Building Code Summary.
- Requires the Building Code Council to amend the residential code to include three- and four-family dwellings.
