Summary

Allows entities with underutilized parking spaces that are not used to meet local agency parking requirements to share such spaces with the public, local agencies, or other entities upon submission of a shared parking agreement to the local agency, along with information identifying the benefits of the proposed agreement;
Requires local agencies to approve shared parking agreements meet local parking requirements if the submission includes a parking analysis using peer-reviewed methodologies and secures long-term provision of parking spaces or allows for periodic review and approval by the local agency;
Requires local agencies to allow shared parking spaces to count towards meeting parking requirements for a new or existing development or use
Allows local agencies to require that shared parking agreements be recorded;

Outlining a procedure for adjacent property owners to request a public meeting before approval of shared parking agreements for developments of 10 units or more or 18,000 square feet or more;
Prohibiting a local agency from conditioning the approval of shared parking agreements on the curing of a preexisting deficit of parking spaces or from withholding approval of a shared parking agreement on the basis that it will temporarily reduce or eliminate availability of parking spaces for the original proposed use;
Allowing development projects that adapt or convert historic buildings to meet minimum parking requirements through offsite shared parking;
Maintaining minimum parking requirements to provide spaces designated for persons with disabilities and for electric vehicles; and
Requiring a local agency, private landowner, or lessor to examine the feasibility of shared parking agreements to replace or limit new parking construction for a new development if it receives state funds or if public funds are being used to develop parking.
