Summary

Increases review and revision cycle for comprehensive plans and Shoreline Master Plans from eight to 10 years.
Requires cities and counties under the GMA with more than 7,500 population to produce an annual work program for implementing the comprehensive plan.
Requires counties and cities under the GMA to submit an implementation progress report with certain required information to the Department of Commerce five years after reviewing and revising a comprehensive plan. The report should cover:

Housing affordability;
Permit processing timelines;
The protection of critical areas and the use of best available science;
The jurisdictions’ response to new statutory changes adopted since the previous comprehensive plan; and
Achieving any required reductions to meet greenhouse gas reduction and vehicle models traveled requirements.

All amendments and revisions shall be considered by the governing body concurrently so that the cumulative effect of the various proposals can be ascertained, with exceptions for emergencies.
Cities with a population over 6,000 must submit a progress report on key environmental, availability, and affordability outcomes.
There are different deadlines for different counties, and only counties that comply with the section’s criteria are eligible for certain grants and financial guarantees.
