  • Clarifies that “the Commissioner of Public Safety may adopt rules to prescribe standards for the health, safety, sanitation, and fitness for habitation of rental housing.” Develops a complaint-driven inspection system, and administers penalties for violations.
    • Creates the Vermont Rental Housing Improvement program “through which the department [of Housing and Community Development] shall award funding to statewide or regional nonprofit housing organizations, or both, to provide competitive grants and forgivable loans to private landlords for the rehabilitation, including weatherization, of eligible rental housing units.”
    • Eligible units include non-code compliant ones and new accessory dwelling units (ADU). Imposes various requirements on participating landlords, including accepting housing vouchers, coordinating with nonprofit orgs to identify tenants, etc. $20.4M total appropriated for program.
