Summary
- Exempts projects qualifying for the streamlined, ministerial approval process for multifamily housing developments from any nonlegislative discretionary approvals.
- Allows developments located on hazardous waste sites to qualify for the streamlined, ministerial approval process for multifamily housing if The State Department of Health, State Water Resources Control Board, Department of Toxic Substances Control or a local agency has determined that the site is suitable for residential use or if the site is an underground storage tank site that received a uniform closure letter;
- Prohibits local governments from determining that a development is in conflict with objective planning standards due to the absence of application materials if the application contains substantial evidence that would allow a reasonable person to conclude the development is consistent with objective planning standards.
