Summary

  • Updates the housing goals of the Growth Management Act to include planning for and accommodating affordable housing.
    • Adjusts comprehensive regional plans by requiring local entities to take inventory, analyze projected housing needs, identify capacity of land to host, make adequate provisions for, document programs and actions needed to achieve housing availability for: moderate, low, very low, and extremely low-income households; and emergency housing, shelters, and permanent supportive housing.
  • Requires local entities to: include a statement of goals, policies, objective, and development of moderate density housing options including but not limited to duplexes, triplexes, and townhomes; consider role of ADUs in meeting housing needs; identify local policies and regulations that result in racially disparate impacts, displacement, and exclusion in housing, including zoning, disinvestment, and infrastructure availability
  • Establishes anti-displacement policies with consideration given to the preservation of historical and cultural communities as well as investments in low, very low, extremely low, and moderate income housing; equitable development initiatives; inclusionary zoning; community planning requirements; tenant protections; land disposition policies; and consideration of land that may be used for affordable housing.
  • Preempts cities from prohibiting transitional housing or permanent supportive housing in any zones where residential dwelling units or hotels are allowed / indoor emergency shelters or housing in any where hotels are allowed. Allows reasonable restrictions, but they “may not prevent the siting of a sufficient number of permanent supportive housing, transitional housing, indoor emergency housing, or indoor emergency shelters necessary to accommodate” projected need for such housing/ shelter.
