Summary

Replaces the annual and seasonal needs standard for emergency shelter assessment with a capacity-based standard tied to the most recent homeless point-in-time count, available shelter beds, unused bed rates, and permanent housing placement rates.
Authorizes local governments to apply a written objective parking standard for emergency shelters sufficient to accommodate staff, replacing the prior demonstrated-need standard.
Requires local governments to review the effectiveness of housing element goals and policies in meeting special housing needs, including homelessness.
Requires councils of governments and the Department of Housing and Community Development to include the housing needs of individuals and families experiencing homelessness as a factor in RHNA methodology and distribution.
