Summary
- Creates a temporary CEQA exemption, expiring January 1, 2025, for residential or mixed-use housing projects in unincorporated county areas on sites of no more than five acres substantially surrounded by urban uses.
- Eligible projects must be multifamily (6+ units) with at least two-thirds of square footage designated residential, meeting minimum density thresholds, with no significant environmental impacts related to habitat, transportation, noise, air quality, or water quality.
- Disqualifies projects where cumulative impacts are significant, unusual circumstances suggest environmental risk, scenic or historical resources may be affected, or the site appears on environmental hazard lists.
- Requires lead agencies to file a notice of exemption with the Office of Planning and Research and the county clerk when applying the exemption.
