Summary

  • Requires local agency formation commissions to consider assessed valuation (rather than per capita assessed valuation) and to factor in fire hazard information — including local hazard mitigation plans, safety elements, and very high fire hazard zone maps — when reviewing proposed changes of organization or reorganization.
  • Requires councils of governments to include data on housing units lost during a governor-declared state of emergency in the preceding planning period that have not been rebuilt, both in data provided to the Department of Housing and Community Development and in the methodology for allocating regional housing needs.
  • Extends the required periodic review of a local health emergency by a board of supervisors or city council from every 14 days to every 30 days.
