Summary
- Establishes authorization and procedures for housing authorities to carry out transit-oriented redevelopment projects. Authorizes housing authorities to:
- acquire transit-deficient land, high capacity transit areas where there is a need for facilities for high capacity transit,
- acquire acquire blighted land related to transit-deficiency,
- acquire outstanding land that is required to carry out a transit-oriented redevelopment plan, clear areas, install or reconstruct certain infrastructure,
- sell or lease land as part of TOD plan.
- Prohibits housing authorities from using eminent domain to eliminate transit-deficient areas, with exemptions for public facilities/infrastructure.
- Requires housing authorities to develop a transit-oriented redevelopment plan, which includes information such as the redevelopmentās relationship with local objectives on appropriate land uses.
- Requires a governing body to only approve the plan following a public hearing.
- Allows housing authorities to make land in a transit-oriented redevelopment project available for use by private enterprise or public agencies.
- Authorizes housing authorities to adopt transit-oriented redevelopment plans that use tax increment financing.
- Authorizes housing authorities to borrow money or accept contributions from the federal government to assist in TOD projects.
