Summary
- Revises the process in the Pennsylvania Construction Code Act to review the 2015 edition of the International Code Council (ICC) codes and include updated sections into the Uniform Construction Code (UCC).
- Outlines the qualifications and responsibilities of members of the UCC Review And Advisory Council.
- Defines the criteria for updating the UCC based on the impact that the section may have upon the health, safety and welfare of the public; the economic and financial impact of the section; and the technical feasibility of the section.
- Delays the state’s review of ICC codes until 21 months after any addition, and gives the UCC Review and Advisory Council 24 months (rather than 12 months) to conduct its review.
- Exempts contracts signed before the effective date of regulations, and allows for a permit to be issued under the code in place at the time.
- Alters the UCC Review And Advisory Council’s voting process relating to the adoption or rejection of any ICC provision, in order that unopposed code updates can be enacted more quickly.
