Summary
- Amends the Planning and Zoning Law (which requires a city or county to adopt a general land use plan that includes a housing element). Requires that the annual report by pursuant to the this law, includes:
- the number of housing development applications received in the prior year
- units included in all development applications
- Units approved and disapproved
- List of sites rezoned to accommodate that portion of the locality’s share of the regional housing need for each income level that could not be accomodated on the sites.
- Reporting must be done according to the standards of the state housing department. Expands reporting requirement to charter cities
- Expands what constraints on housing development must be analyzed by the local authority to include:
- any locally adopted ordinance that directly impact the cost or supply of residential development
- Request from developers to develop housing at densities below those otherwise specified
- Delays between approval and submittal of build permits by developers
- Analysis of the nongovernmental constraints that create a gap between planning and what actually gets built must include demonstration of what local government is doing about it.
- Requires the housing department to study local fees charged to new developments.
